The Workforce Development Manager is accountable for supporting the workforce team members to reach their highest potential and deliver quality performance, efficiency and commitment to doing the right thing. The role provides strategic and operational leadership to ensure effective delivery and performance of Workforce Development to underserved populations. Leads operations by directing the overall strategy, designing operational processes, planning and ensuring effective service delivery controls, and developing and driving performance. The Manager will further provide oversight and support staff to ensure effective development of service initiatives for client groups, cohort-based group programming, employer outreach plan and service awareness and marketing plan, in collaboration and coordination with others in the team


  • Manage multiple projects while continually identifying barriers to implementation & productivity
  • Monitor and report on client metrics to continuously ensure satisfaction and partnership success
  • Assist in client assignments and allocating human capital resources
  • Identify process improvement opportunities and facilitate focus groups to address and implement changes
  • Assist with goal setting and performance evaluations of operations team
  • Monitor projects and/or staffing solutions to ensure that they efficiently and effectively provide needed services while staying within budgetary limits
  • Be able to provide cost analysis on all current and past jobs
  • Collaborate with the Executive Team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the rapid growth objectives
  • Responsible for total management of assigned territory to include, but not limited to: order fill ratio, client satisfaction, accurate payroll execution within teams, profitable sales growth of clients/territory, safety programs for effective risk management, associate development, expense control, continuous improvement of gross margins, increased profitability, and P & L management
  • Develops and understands key performance drivers and how to achieve them with the team.
  • Provides oversight to ensure business results, including financial and key performance measure goals, are achieved monthly and annually
  • Ensures strong collaboration and linkages between Workforce Development initiatives and operations leadership at the clients and with the cohorts enrolled in the programs
  • Leads strategic and annual planning, and budgeting processes for Workforce Development and provides strategic leadership to control costs, increase revenue, identify and reduce risks, make investment more effective and grow long term capabilities.
  • Lead, develop and retain high quality employment coaches capable of ensuring strong performance and best practice delivery of services
  • Provides supervision, coaching and feedback to Workforce Coaches to ensure strong performance
  • Drive the continuous improvement and capacity building of the service team by ensuring that appropriate support strategies are in place and are executed
  • Ensures stakeholders’ expectations are exceeded with the quality of service received and that quality of contract delivery consistently conforms to customers’ expectations
  • Continually measure and monitor the effectiveness of program services and anticipate needs; be proactive in developing strategies to meet needs through driving the collection and analysis of statistics and program data


  • Knowledge of local, state, and federal guidelines and policies governing workforce programs; budgetary processes and procedures; and contract development and administration
  • Understand, apply, and communicate rules, regulations and guidelines prepared by state and federal agencies for workforce development programs
  • Mentor and motivate employees; establish and maintain effective working relationships with governmental agencies, local employers, training institutions, coworkers, program participants and the general public; demonstrate proficiency in both oral and written communication; and analyze and interpret data
  • Work with a wide variety of community and governmental agencies, educational institutions, employers, businesses and other groups to identify comprehensively needs and strategies; markets programs; promotes community education and awareness related to training and employment issues
  • Prepare and oversee preparation of grant applications and plans in order to receive funding for various workforce training programs
  • High School and Higher Education preferred
